Sabah has no Chinese CM or Deputy CM for the first time in 26 years

Perikatan Nasional (PN) Sabah president Datuk Hajiji Noor was sworn in as the new chief minister of Sabah on Tuesday (Sept 29). Datuk Seri Bung Moktar Radin, Datuk Jeffrey Kitingan and Datuk Joachim Gunsalam were appointed as deputy chief ministers.

The new Gabungan Rakyat Sabah (GRS) is expected to form a state government without any Chinese representative. This is because all Chinese candidates in GRS lost in the state election.

This is the first time Sabah has no Chinese Chief Minister or Deputy Chief Minister in 26 years.

Sabah Chief Minister Rotation System

From 1994 to 2003, Barisan Nasional proposed Chief Minister Rotation System in Sabah to win votes of all ethnic groups. The system alternates the chief ministerial post among Malay-Muslim, Non-Muslim bumiputra (Kadazan, Dusun, Murut) and Chinese communities every two years.

It has caused Sabah to produce 7 Chief Minister in only 9 years. The system was abolished by Former Sabah Chief Minister Datuk Seri Musa Aman in 2004.

Sabah UMNO pointed out that the two-year rotation system is not good for the development of the state. Since then, UMNO got the post of Chief Minister in their back pocket.

No Chinese State Minister This Time

There were two Chinese Chief Minister produced during the rotation system in the history, who are Yong Teck Lee (1996 – 1998) and Chong Kah Kiat (2001 – 2003).

This time, there is no single Chinese assemblyman who could be appointed as state minister, Tan Sri Annuar Musa said.

However, according to Article 14 of the Sabah state constitution, the Yang di-Pertua Negeri may appoint up to six nominated members to the legislative assembly on the recommendation of the state government.

The GRS state government may appoint Chinese leaders from Malaysian Chinese Association (MCA), Parti Solidariti Tanah Airku Rakyat Sabah (STAR) and Parti Bersatu Sabah (PBS) as Members of the Legislative Assembly and hold official positions in the state government.

Despite that, Annuar Musa expected Perikatan Nasional ally, Parti Islam Se-Malaysia (PAS) to receive one nominated assemblyman this time. He then suggested that UMNO could get two and the remaining three could go to PBS, PPBM and STAR.

Dong Zhong Urges To Appoint Chinese Minister

The Sabah Dong Zong urges Hajiji Noor to appoint Chinese ministers in the newly-formed state Cabinet.

Sabah Dong Zong chairman, Jimmy Yong said the Chinese community would not have any channel to convey issues faced by the community to the state government if the cabinet has no Chinese representative.

The Best Minister Candidate – A Chinese Mixed-Race Female

Flovia Ng is the newly elected Tulip (N44) assemblyman who comes from Parti STAR. She won the newly interior Tulip seat with a majority of 544 votes and a total of 2267 votes in a seven-cornered fight.

According to the people in Tulip, Flovia Ng is a mix of Chinese descent.

GRS currently only announced the six-member state cabinet list, and there are four ministerial posts to be filled. The state government must try to achieve gender balance, and it certainly needs female representative.

Hence, Flovia Ng could be the best candidate for them.

The Biggest Loser, UPKO.

After the 509 general election, the Sabah state government led by Parti Warisan Sabah appointed 5 assemblymen.

At that time, Shafie Apdal appointed the president of UPKO, Wilfred Madius Tangau as a Member of the Legislative Assembly and served as Deputy Chief Minister.

Wilfred Madius Tangau is Member of Parliament (MP) for Tuaran and formerly the Federal Minister of Science, Technology and Innovation.

He lost the Kiulu seat in this state election.

UPKO was the biggest loser in this state election by running for 12 seats and only won 1 seat. In the last general election, UPKO contested 6 seats and won 5 seats.
